Sims wasn't happy with that so he transferred to a major university--West Virginia-- so he could improve his draft stock.

There are some players who flash on Monday but disappear by Wednesday. Good to see a guy like Charles Sims stand out every day #NFLDraft

The running back crop in the coming draft is not considered to be very strong and lacking an elite type talent, but Sims could find himself easily climbing to the top of the running back list (at least the top three because of his ability to run and catch the ball coming out of the backfield (202 receptions for 2108 yards at Houston and West Virginia).
One scout compares him to Matt Forte:
"...is the most versatile running back in the college game, with a set of skills that should make him a nightmare to defend at the next level. He is a smooth, fluid runner on the edges but possesses the size and strength to grind effectively between the tackles. Those traits are enough to make him an effective player in any offense, but it is his superb receiving skills that will make him an offensive coordinator's dream at the next level."
CBS Sports has him rated as the No. 6 running back in the draft and a third round pick. Should that be where he goes it will be a step up over where he would have gone coming out of Houston, but it would not be shocking to see him climb into the later part of the second round.
So was the extra year of school worth it? Ummm...yes.
