WATCH: Pittsburgh's Arthur Moats Nearly Yanks Johnny Manziel's Head Off

This is the kind of play that deserves a fine. I hate the fact that players get fined, but in cases like this I can see the benefit of it. This isn't just flagrant. This takes flagrant to a whole new level. To a point I can see momentum being part of the problem, but Moats could have let him go rather than sling him to the ground by the face mask.
