You Make the Call--Personal Foul or Not On Robert Mathis?

This does not look like the type of Indianapolis Colts the fans have grown to know and love. The offense is a little lethargic and the defense has been playing with little to no discipline in the first half. Case in point--the two plays that followed this one where two other Colts defenders were hit with 15-yard penalties basically for being stupid.

What about this one? Did Robert Mathis deserve to get hit with a 15-yard penalty here or are the refs being a little ridiculous?
