SMH.
The idea was supposed to signify UNLV putting a leash on the Lobos. I can see that, but the way it was done was simply not smart. One could argue that the world should be at a point where these kinds of things can be done without people assuming something offensive was the intent, but that is far from the case.
He and his friends may not have seen anything wrong with it, but his mistake was when he put it online. As soon as that happens the whole world is privy to it, and with the reach that the World Wide Web has you can guarantee that someone is going to find a picture of a man on a leash (white or black) offensive.
Should those people toughen up a little and not be so sensitive? Maybe, but at the same time folks should realize that the world is still sensitive to things like this--and that there are plenty of people that do create these kinds of pics mean it to be demeaning.
So if you are going to do it be prepared for the backlash.
