Skipping all the off-season activities didn't look good, but it is not unusual for a player to do so. As they get older a lot of them just don't care to go through OTA's or training camp (right Bret Favre?). So while it is not good it is not unusual.
He's also made some comments in the past that have cast a shadow on his future in Houston. Tuesday he did so again while in Oregon for the Nike high school event:

Yeah, those kinds of things are not good to hear, but unless he is willing to retire he does not have a single bargaining chip to use. Johnson is going in to the fifth year of a seven year deal. He's a long way from free agency and well--the Texans do not have to trade him.
He has lost a lot of money by skipping every workout, and should he not report to training camp he is going to lose a lot more. Yes, he has made plenty during his career, but that really isn't a reason to just turn money away if he doesn't have to.
Unless there is more to it than simply not wanting to rebuild Johnson needs to get over it already. Rebuilding sucks, but it is part of the game. No one wants to do it, but sometimes that is just how things are.
So man up and either report to training camp or retire.
