Should this be a fine? Absolutely not. Guys say much worse to each other on the field all the time and nothing comes from it--just like nothing came from this. This is easily one of the dumbest ideas the NFL has had in years (and that's incliuding the extra point experiment in the preseason).
As far as we know, the Bears player he's talking to said something worse. So just like so many other penalties it's the guy that responds that gets busted.
