If he was drunk it would make sense and not be surprising at all. Assuming he was sober--well, it still makes sense. Have you tried to listen to this guy talk? He is not exactly the best at expressing himself.
Last week when he was ripping on Omarosa in the Celebrity Apprentice boardroom I don't think what he was saying mattered (because you could barely understand it); it was the fact that he was the first to stand up to the evil woman (because Omarosa is evil).
Anyway...the skit is okay, but if you just want to see Dennis flub his one line fast forward to the end:
