While ESPN's initial report offered no actual evidence, some tweets concerning another autograph broker may provide some insight.
A prominent autograph broker in Southeast said Johnny Manziel's personal assistant told him he could have another session, but for $Hmmm. This may be arguing semantics, but since the whole story has been based off of hearsay so far I see nothing wrong with it.

The broker said Manziel's assistant said he could have another session for money. From that a couple of things can be derived: 1.) the first was not for money and 2.) the guilty party here is Manziel's buddy.
According to ESPN this story unfolded in November around the time of the Alabama game. The broker even provided ESPN with a pic of Manziel signing stuff, but than also stated that he never paid Manziel anything.
The story goes on to say that Manziel's friend told the broker he could provide other players for autograph sessions, but money would have to be involved.
So from what we know so far this is a classic tale of a 'buddy' trying to profit from Johnny Manziel's fame. Johnny has not done anything wrong other than to trust the wrong person.
And that's not an NCAA violation of any kind.
