Whether that is going to be Sam Bradford remains to be seen. The team has said it wants him to come back, but it has also given him permission to seek a trade.

A trade would mean he has no real control over where he is going and no player likes that. While he has been injury prone, the team does not have another option to go with unless they draft someone or bring in a free agent. Yes, Shaun Hill was not terrible, but he is not the quarterback of the future either.
So--how is it that Sam Bradford has the NFL right where he wants it? Because he is basically in control. The Rams can't force him to take a pay cut (he is set to make $14 million) and there is no way they cut him to make salary cap room. A trade is unlikely since no team will likely meet the Rams' trade demands for a guy that missed the last two seasons because of injuries.
Bradford shouldn't want to leave anyway. Of the team's rumored to be interested in him, none are as primed to win as the Rams are. Their defense is one of the best in the league. They have plenty of weapons on an offense that just needs a healthy field general to put all the pieces together.
Should he be able to do so during the next two seasons (basically till the end of his current contract) he will give the Rams a good reason to continue paying him really well. If the Rams decide not to someone else most certainly will.
